Environmental Permitting and Compliance, Biodiesel Facility - Norfolk

Harrison Group Environmental addressed all PPC requirements for a bio-diesel production facility, this included completion of the following tasks: -

  • Initial Environmental Review (IER) - the IER was undertaken to obtain an overview of the potential of the facility to cause environmental impacts. This entailed reviewing the basic operations at the facility and performing a qualitative evaluation of its potential environmental impacts. This information was used to prioritise data collection activities for the PPC Permit application process.
  • Data collection was then coordinated to enable review including details of discharges to water,air, land where applicable, drainage plans, process flow diagrams, product and waste quantities, accident and incident procedures, raw materials data, including energy/water and storage arrangements of hazardous materials. This enabled completion of the following tasks for the PPC application.
  • Process description including technical description, process flow diagrams, overall mass balance and site maps.
  • Best Available Technique (BAT) justification for the main process and abatement systems - for air emissions, water discharges, and waste disposal.
  • Emissions inventory - (quantified releases to air and water and comparison with benchmark values) and proposed monitoring programme (sampling and analysis methods, frequency, QC, etc), as needed.
  • Assessment of Environmental Impacts based on estimated emissions.
  • Water Audit (mass flow balance), other raw materials, waste minimisation, noise/vibration emissions, energy consumption and odour management.
  • Accident and Site Closure Plans - plans for reducing environmental consequences of accidents, and site closure plan.
  • Application Site Report – this assesses the likelihood of historical land contamination based on site history, Identify potentially polluting substances from current operations, the quantities used and the mitigation procedures in place. Including an assessment of environmental potentially polluting substances. A conceptual site model and risk assessment through source-pathway-receptor relationships was also completed.
  • Baseline Noise Survey in accordance with BS4142
  • HI (Environmental Assessment) methodology and the EP OPRA spreadsheet.
  • All tasks were successfully completed with consultation with the Environment Agency and an IPPC Permit was granted.
